I
I.
I 3368 Lake Johanna Blvd.
. Arden Hills, MN 55112
March 29, 1995
I Gregory J. Stonehouse, PE
MSA consulting Engineers
1326 Energy Park Drive
I St. Paul, MN 55108
I Dear Gregory,
Thank you for talking to me last night, I only wish that I had known earlier in the month.
I I guess I have thought about 4 alternatives to this storm sewer situation and I would like to
share them with you and the ask you a question.
I 1. Of course, my first choice is to have no storm sewer. One of the major reasons I feel
a storm sewer is undesirable is the increased waste water, salt and cannot be good for the
I- lake. Some areas on the lake have formed huge deltas of sand which changes shoreline
and water quality. Another reason is that I think it is unnecessary to deal with run off
from areas other that my own
. 2. Our property is appreciably higher that the property to the south, so it would be the
more expensive alternative with elevation changes, retaining walls to replace etc.
I 3. Run the water town the boulevard to an existing storm sewer and upgrade that to
reduce the sand, salt and trash running directly into the lake. One of the advantages is that
I it is closer to the road and would be easier to maintain. A truck cannot drive across my
garden because of soft soil and plant materials.
I 4. Place thc storm sewer completely on Langer's property. It is where the water goes
now, it is the level of the road and it was the original easement. There appears to be a
controversy about the easement and I would like to give you some of the the history. That
I leads to one of the questions I would like clearly answered at the information meeting. My
father states that he has a sUlVey from 55 years ago when the property was purchased and
sUlVeyed for the title. It indicated that our property line is where the hedge and retaining
I wall are located. You indicated that it may not be that line. My father will find that survey
and have it available at the end of this week. I do not understand how you can obtain a
permanent easement on private land against owners agreement. There was a easement
I between our property and the property to the south many years ago. That easement line,
according to the sUlVey, was at the line of the retaining wall. The easement was originally
.e the same level as our driveway and was owned by a former neighbor, Hovland who live a
few doors up on the west side of the blvd. About 35-40 years ago, Mr. Carl Langer,
neighbor on the south, approached my father about purchasing the easement together and
dividing it in half. He then proceeded to lower the entire easement to the level of his yard
I
