This bill essentially codifies sections of me Met Council's Regional Blueprint into state law. . Subdivision 1 and 2 of tlris bill requires me Met Council to adopt goals for life-cycle and affordable housing for each municipality in me metro area, The goals must be based on me housing profiles of each community developed by me council and me local, sub- I regional and regional housing markets, The council must also identify barriers to development of life-cycle and affordable housing . wimin each municipality, Subdivision 3 requires me council to establish density standards to increase me density along transportation corridors to help achieve me council's goals for life-cycle and affordable housing, It is unclear in me bill if the density standards are . mandates, Subdivision 4 requires me council to review local comp plans and amendments thereto to . determine if the council's housing goals are being met. The council is instructed to give priority for regional investments in communities mat have implemented plans to provide their share of the region's low and moderate income housing opportunities, . Subdivision 5 directs the council to examine property tax laws and recommend changes to I laws that discourage improvements to rental properties, The council is also directed to work with the MHF A and HUD to target public funds for rental housing production and rent assistance for low and moderate income households to areas that do not have .- concentrations of poverty and that do have transit services and employment opportunities.
