. .
.. approximately six feet wide and that people feel safe walking along that road, even though it has
. a higher speed limit. When it was understood that the road bed, as designed and laid out in the
plan, would essentially fit within the area now covered by the current road bed and shoulders,
there was no issue about the width.
. There was some discussion about the possibility of making the cross section of the road
. asymmetrical by having a shoulder that was only four feet wide on one side, while widening the
other side to eight feet. If this possible, it would be viewed favorably by the residents.
. It should be noted that the expectation is for the new centerline to be north of the current
centerline. This is because the current shoulder area on the north side is much wider than on the
south side of the road. It is assumed that the construction of the road bed will use the existing
. road bed and shoulder area, instead of encroaching on grass, shrubs, and yards.
. 3. Parking
It was noted that the plan for the road recommends that there be no parking on either side of the
. road. Although parking is currently allowed along both sides of the road, there was no major
opposition to the proposed parking ban. It was felt that the parking ban would add to the overall
.. safety of the road by keeping cars from blocking the shoulders of the road, which would now be
used as the walkways.
. 4. No Passing
. Some residents expressed the desire to see the entire length of County Road F. West, from the
bridge over the interstate highway to the junclion with Old Snelling striped for no passing in
either direction. This is the current striping on \he road, although the markings are old, worn, and
I confusing due to even older markings that were left when the latest stripes were laid down. Lack
of adequate repair over the years adds to the confusion of the markings.
I 5. Safety
I A primary concern of the citizens is for the safety of anyone using County Road F. West for
driving or walking. It was suggested that the speed limil be lowered to 30 miles per hour.
. Pedestrian Crossing areas and signs at the intersections with Fairview and Crystal may also let
drivers know that they need to slow down and drive more carefully. There was discussion of a
stop sign at the intersection with Fairview, although there was a feeling among many residents
. that a stop sign would not be effective during the busiest traffic periods, which is when it would
be wanted the most.
.-
4 April 1995 - 2- County Road F.
