As <br /> I indicated in my facsimile dated March 16, 1995, the City Engineer has surveyed the <br /> CIVil ENGINEERING: topography of the site and observed the site to determine the possible cause of Mr. Aiken's <br /> ENVIRONMENTAL concern. <br /> I ~IPAl <br /> LANNING Based upon our records for the lot split, a drainage swale was to be constructed under the <br /> SOUD wASTE agreement with the Developer (Mr. Tom Wegleitner). Several letters were sent to both the <br /> I STRUCTURAL City and the Developer regarding the issue. These letters were dated December 4, 8, and <br /> SURVEYING 29, 1989. Based upon the resulting grading plan submitted by the Developer, a drainage <br /> TRAfFIC swale was to be constructed from the pond to culverts north and east of the developing lots, <br /> I r~ANSPORTAT10N (see attached). The bottom of this swale should have provided an outlet for the pond at an <br /> ELECTRICAL/MECHANICAL elevation of 875.2 feet above mean sea level. Our survey of the site indicates that the <br /> I ENGINEERING: swale drains west into the pond rather than east from the pond. The pond would have to <br /> HVAC reach an elevation of approximat0pt in order to actually begin to drain. <br /> POWER DISTRIBUllON 11S: <br /> I SCADA Based upon our review of the situation, it appears that the City should rectify the problem <br /> SYSTEM CONTROlS by having the drainage easement graded along the back lot lines of parcels A and B adjacent <br /> to Amble Road. This should be done in accordance with the Developer's original grading <br /> I plan, if possible, at the Developer's expense. We should note that it may be difficult for <br /> the City to force the Developer to correct this issue at this point. We would also <br /> I recommend the City allow Mr. Aiken to place up to 40 cubic yards of fill behind the <br /> existing pond easement, up to the 976 elevation. This would allow the pond to drain to the <br /> east prior the pond encroaching the Aiken property.
