Appruvnl of Minutes: February 23, 1995, Meeting Minutes approved with the following <br /> corrections: <br /> . - Mark Labine was present at the February 23 Finance Committee meeting <br /> - Under "Liaison Report," the reference to the Piper lafiTay settlement should be increased by a <br /> factor of 10 to: "$40,000 to $90,000". <br /> . 2. Fran Holmes provided the Committee with a status report on citizen reaction to the sale of open <br /> space owned by Bethel College. Fran is a member of a non-profit group comprised oflocal residents <br /> . . concerned about possible development of the open space property_ There appears to be some <br /> ambiguity regarding whether the property is zoned R-1 or as open space. However, most likely it is <br /> zoned R-1, which permits the constrUction of single fiuniIy homes. The developer wishes to construct <br /> I multi-family dwellings (2 family townhomes) on the open space property. Before that can happen, <br /> the developer must obtain either a "special use permit" or get approval of a Planned Unit <br /> Development (POO) from City Council. The nonprofit group is trying to get the county to purchase <br /> I the property and designate it as open space. If that option is not possible, the nonprofit group will <br /> consider the option of purchasing the property and maintaining it as open space. <br /> 3. Staff Report: T my Post gave a preliminary update on the City's 1994 financial status. It appears <br /> I that the City is in better shape in 1994 than the prior year. Terry forecasts an overage in revenue and <br /> a shortfall in projected expenditures. <br /> . 4. Action on Cummittee Projects: Tom Steele and Chuck Mertensotto attended the Mayor's meeting <br /> on March 18, 1995 regarding the TCCAP project. Members of the TCCAP task force appear to be <br /> listening to the City because we are organized. Tom and Chuck were impressed with the Mayor's <br /> I proactive approach on this matter. The Finance Committee, as well as other City Committees, intend <br /> to support the Mayor with information and materials in hopes that the final decision regarding use of <br /> the arsenal property is in the City' 5 favor. The question was asked regarding who gets to decide how <br /> . the arsenal property will be used and therefore who we need to influence. It is unclear who will make <br /> the ultimate decision on the use of the property. In all likelihood the decision will not be made by the <br /> . <br /> I . <br /> . <br />
