I <br /> Sand moved, seconded by Piotrowski, to amend the motion to add condition three: <br /> ~ That the applicant be aware, the approval of stage one does not assure approval of I <br /> J. <br /> stage two. I <br /> Larson moved to strike conditions of the motion. <br /> Discussion was held on protocol regarding the motion, it was decide to vote on the standing motion . I <br /> as amended with the three stated conditions. <br /> Vote: 5 ayes - 2 nays. 'vlotion carried with Commissioners Larson and Rye opposing. I <br /> COUNCIL REPORT. I <br /> Councilmember Hicks presented a brief report regarding Council actions on planning cases: <br /> Case #95-6: Site Plan for Ramada was approved by Council I <br /> Case #95-5: Ogren PUD was tabled until an EA W petition is reviewed. <br /> Commissioner Sand inquired ifan Environmental Assessment Worksheet is required. Mr. Fritsinger I <br /> indicated it appears that it is discretionary, but not mandatory. <br /> Councilmember Hicks indicated the Council met with the Mounds View School District and discussed I <br /> issues and concerns regarding County Road F and proposals for new schools. <br /> Councilmember Hicks noted the Council also met with the President of Northwestern College and I <br /> the college is anticipating a rise in enrollment and are looking at amending the Special Use Permit. I <br /> Counci1member Hicks indicated discussion is continuing regarding County Road F. -I <br /> I <br />
