CITIES MUST Commun it ies entering the nationwide program receive the Tree City MEET FOUR USA des ignat ion upon recommendat ion by state foresters. STANDARDS Communities qua I ify which meet the foliowing standards: a city tree .. ordinance; a legal tree governing body; a comprehens ive urban forestry program, and observance of Arbor Day. The last Satur- day in April is Arbor Day, and May is Arbor month. .
