<br /> I <br /> I- Proposal for Defense Conversion Assistance <br /> I for <br /> Twin Cities Army Ammunition Plant (TCAAP) <br /> I to <br /> the U.S. Department of Commerce, <br /> Economic Development Administration <br /> I Submitted by <br /> City of Arden Hills, Minnesota <br /> I May 11, 1995 <br /> I Introduction <br /> I This Proposal for Defense Conversion Assistance (the Proposal) to the U.S. Commerce <br /> Department, Economic Development Administration (EDA) will, if accepted for funding, enable <br /> the City of Arden Hills, Minnesota (the City) "to facilitate the orderly redeployment of defense <br /> I created assets, to activities which help restructure and/or strengthen the City's economic base." <br /> The City is seeking funding to develop and implement a Phase II Master Reuse Plan (the Master <br /> Plan) for the reuse and redevelopment of the Twin Cities Army Ammunition Plant (TCAAP). <br /> .- The U.S. Department of Army, as an agency of the Department of Defense (DaD) has indicated <br /> that TCAAP is to be declared excess property. DaD currently is cleaning up environmental <br /> I contamination on-site and to remove some buildings which no longer are needed. When DaD <br /> finalizes the internal excessing process, TCAAP will be turned over to the U.S. General Services <br /> Administration (GSA) for disposal. GSA excess property regulations, 41 CFR part 101-47, <br /> I reqnire, in part, that the City's planning and zoning policies be considered when deciding future <br /> reuse ofTCAAP. Completion of the City's Master Plan, along with implementation measures, is <br /> essential to protecting and enhancing the City's role in guiding the future reuse and <br /> I redevelopment ofTCAAP. <br /> I. Background on TeAAP <br /> . TCAAP consists of approximately 2,300 acres (3.6 square miles) situated entirely within the <br /> I municipal boundary of Arden Hills, in Ramsey County, Minnesota. It forms more than one-third <br /> of the total area of Arden Hills, TCAAP is bounded on the south by STH 96; on the east by <br /> Lexington Avenue; on the north by County Road I; on the west by I-35W; and on the southwest <br /> I by US Highway 10. It is located about 10 miles north of the cities of St. Paul and Minneapolis, <br /> Minnesota <br /> I TCAAP is located entirely within the Metropolitan Council's Metropolitan Urban Service Area <br /> (MUSA) line, allowing access to regional systems (transportation, transit and sewer). The <br /> .- Metropolitan Council is a regional planning agency, with authority to review municipal <br /> development plans to ensure compatibility with regional systems capacity and goals. Inclusion <br /> of TCAAP within the MUSA increases the potential for its immediate reuse and redevelopment. <br /> I 2. <br />
