<br /> I <br /> I. <br /> I Since 1941, TCAAP has been used by the U.S. Army for munitions manufacturing and testing. <br /> TCAAP was originally assembled from 40-acre farm tracts. At its peak, upwards of20,000 <br /> I people were employed at TCAAP, <br /> Principal current users of the site are: <br /> I . Alliant TechSystems, a private corporation that manufactures and stores munitions <br /> components for the Army; <br /> I . the U.S. Army Reserve, which occupies a two-year-old building on twenty acres of <br /> land at the southeast corner of the site; and <br /> . the Minnesota National Guard. <br /> I The DOD has excessed two pieces of TCAAP to public users: 8 acres to Ramsey County for an <br /> archery range, located on the far eastern edge of the site; and twenty acres to the Minnesota <br /> I Department of Transportation at the far northwestern comer of the site, <br /> TCAAP has several designated Federal Superfund sites where DOD is working to remove soil <br /> I contamination, Taken together, these sites form the largest Superfund project in the State of <br /> Minnesota Test wells dot the site to monitor water quality and track plumes of contamination in <br /> I- the groundwater. <br /> II. The Arden Hills Comprehensive Plan <br /> I Planning for TCAAP extends back at least to 1982, when the City adopted its Comprehensive <br /> Development Plan in accordance with the provisions of the Minnesota Metropolitan Land <br /> Planning Act. The Comprehensive Development Plan Map, which was approved by the City <br /> I Council and by the Metropolitan Council, is set forth as Figure L <br /> I The community development goals applicable to TCAAP in the City's Plan are as follows: <br /> L The community should be developed according to an officially adopted comprehensive <br /> I plan for land use, transportation, and community facilities, While the plan should not be <br /> inflexible, neither should it be amended indiscriminately without thorough study to <br /> determine that change is an improvement. Arden Hills is to be developed as a "Village of <br /> I Homes" in the sense that the City Plan is designed to promote residential development <br /> properly related to commercial, industrial and other non-residential uses which may be <br /> developed in suitable areas. <br /> I 2, Coordination oflocal plans with those of the school districts, adjacent and nearby <br /> communities, the Metropolitan Council and others is essential to the well-being of the <br /> I local residents and the urban area as a whole. <br /> 0 Urban development should proceed according to uniform standards applicable to the <br /> I- .). <br /> entire City, Such standards govern land use, public improvements, health conditions, <br /> I 3, <br />
