<br /> I <br /> I- Industrial uses: The entire western quarter of TCAAP, as well as a quarter-mile deep <br /> I strip along the southern edge of the property, are designated for industrial use. Approximately <br /> 20% ofTCAAP, including some of the land currently occupied by Alliant TechSystems, would <br /> I be used for industrial purposes, <br /> Qpen .mace and DubUc landc The entire eastern quarter of TCAAP, as well as a large <br /> I parcel within the core area, are designated for parks and open space, This area is characterized <br /> by extensive wetlands and wildlife habitat, including habitat for the threatened Blanding's turtle, <br /> Another band of open space winds its way along the Rice Creek corridor in the northwestern <br /> I quadrant of the site. Rice Creek is the only named natural watercourse in Arden Hills. This <br /> parcel would provide a missing link: in the Rice Creek Trail system and protect another valuable <br /> natural resource. <br /> I Government uses: The City needs a new City Hall and Public Works garage, having <br /> outgrown its existing facility. The preferred site for these facilities would be near the southeast <br /> I comer of TCAAP. The Army Reserve has a relatively new armory facility in this area, as well. <br /> The Concept Plan will serve as the basis for creating the Framework Plan and Master Plan during <br /> I Phase II, as outlined in the attached Statement of Work (see Appendix A). The TCAAP Task <br /> Force will be aided in this process by qualified planners, engineers and legal professionals. <br /> I- IV. Demonstrated Compliance with Eligibility Criteria. <br /> I The City's Proposal meets EDA program eligibility criteria as set forth in the rules published in <br /> the Federal Register on March 14, 1995, The specific eligibility criteria and the City's <br /> demonstrated compliance is statim below. <br /> I l. Organization eligible for assistance, <br /> I Response: The applicant, a municipal corporation, is a lawfully created political <br /> subdivision of the State of Minnesota. <br /> I 2, Defense Conversion Criteria <br /> A. Department of Defense Criteria <br /> I (1) Realignment or closure of a military installation will have a direct and <br /> I significantly adverse consequence on the affected community, <br /> Response: Closure of TCAAP will result in the termination or dislocation of more <br /> I than 1,000 highly skilled defense workers currently employed by Alliant TechSystems, the <br /> sole contractor at TCAAP. In addition, the City must develop a manufacturing base to <br /> ,- replace tbe industrial activities performed at TCAAP. TCAAP lacks a modern <br /> infrastructure, e.g. sewer, water, roads, etc., needed to support meaningful redevelopment. <br /> I 5, <br />
