<br /> I <br /> I- Through past defense-related activities, TCAAP is the largest Superfund site in Minnesota. <br /> I Clean-up of TCAAP requires a long-term commitment from the Federal Government. <br /> I The City does not possess the resources to plan for the reuse and redevelopment of such a <br /> large, tainted resource, especially given the lack of critical infrastructure needed to attract <br /> substitute uses. <br /> I (2) Closure will result in loss of one percent or more of the total number of jobs in the <br /> community. <br /> I Response: Currently, more than 1,000 highly-skilled defense workers are employed <br /> at TCAAP, down from 20,000 employees at its peak. The City must develop an alternative <br /> I manufacturing base to replace the defense contractor base at TCAAP, and to retain highly- <br /> skilled and well-compensated workers. <br /> I B, EDA Criteria <br /> I (2)(b) For Areas within MSAs with an unemployment rate equal to or less than the <br /> national average, the dislocation must amount to the lesser of one (1.0) percent of the employed <br /> population, or 8,000 direct jobs, <br /> I- Response: Twenty thousand highly skilled defense workers were employed at <br /> TCAAP at its peak; currently, slightly more than 1,000 skilled positions remain at AlIiant <br /> I TechSystems munitions facility. The loss of these remaining positions would exceed one <br /> (1.0) percent ofthe City's employed population. <br /> I C. Additional Evaluation Criteria <br /> 1. The relative severity of the impact of the defense cutbacks on the economic and <br /> I employment base of the area, <br /> Response: TCAAP is federal, tax-exempt property, contaminated over more than <br /> I 50 years by disposal of munitions manufacturing waste. The City has not realized the tax <br /> benefits of this substantial manufacturing center, nor have appropriate infrastructure <br /> I improvements been installed by DOD to enable immediate transition to private use. The <br /> City must redevelop TCAAP from "the ground up" in order to attract a viable mix of <br /> private and public uses. Creation of a detailed Phase II Master Plan is essential, not only to <br /> I ensure that GSA does not dispose of TCAAP for a use which is incompatible with the <br /> community's goals and objectives, but also to ensure its highest and best use. <br /> I 2, The quality ofthe area economic adjustment/defense conversion strategy or base reuse <br /> plan. <br /> I- a.
