The degree to which the proposed program/project contributes to: <br /> a, Productive redeployment of defense created assets. <br /> I Response: The Master will enable the City to design a "city within a city", and <br /> achieve the highest and best use of TCAAP, consistent with contemporary goals and <br /> I objectives and regional development policies. <br /> b. Overcoming critical impediments to implementing its strategy or reuse plan. <br /> I Response: The Framework Plan will fully assess GSA and related Federal and State <br /> I regulations to ensure that proposed redevelopment activities are viable. The Master Plan <br /> will ensure that reuse of TCAAP is consistent with the wishes of the City, its citizens and <br /> regional systems. <br /> I- c. Facilitating/stimulating private sector investment in the production of goods and <br /> services that will strengthen the area's local economy. <br /> I Response: The City's Master Plan will begin a long process, initiated by DOD and <br /> GSA, of converting TCAAP toea mix of private and public uses, guided by community <br /> I values. Most important is that the City will be able to capture property tax revenues <br /> related to the use of TCAAP for the first time in 50 years. <br /> I 4. Capacity of the applicant to administer the proposed project. <br /> Response: The City Manager for the City and the TCAAP Task Force will be <br /> I supported by qualified planning, engineering and legal consultants, as needed, to ensure a <br /> positive outcome of this intensive planning process. <br /> I V.
