<br /> I <br /> I- Response: The City has been studying options for redevelopment of TCAAP, but <br /> I has lacked the resources to create a detailed Master Plan with implementation measures. <br /> Now that DOD has declared its intention to excess TCAAP, the City has formed the <br /> I TCAAP Task Force with a charter to complete the Framework Plan and Master Plan as <br /> proposed in the Statement of Work in Appendix A. In preparing the Framework Plan and <br /> Master Plan, the Task Force will conduct a visioning process to solicit the views of City <br /> I leaders, residents, and stakeholders. The City will be aided in this process by qualified <br /> planners, engineers and legal professionals. <br /> I b, The scale and characteristics of the impact of defense cutbacks. <br /> Response: TCAAP comprises about one-third of the City's total area; nearly one- <br /> I half of its land area when wetlands and lakes are removed. TCAAP has been classified as <br /> Federal property since the 1940s, when it was acquired to support DOD's munitions <br /> manufacturing activities. During the peak, TCAAP employed about 20,000 workers. As <br /> I DOD budgets have shrunk, so has the employment base at TCAAP. At the same time <br /> TCAAP is a severely contaminated site, undergoing Federal Superfund clean-up. <br /> Moreover, TCAAP lacks modern infrastructure systems to support reuse and <br /> I redevelopment for housing, manufacturing and other possible uses. <br /> I- c. Strategic objectives that address defense related problems and opportunities. <br /> Response: The City is determined to redevelop a commercial/industrial quadrant <br /> I on TCAAP in order to retain and attract high skill, high wage workers. Part of this <br /> strategy could entail development of new or consolidated facilities for Alliant TechSystems <br /> and other technology.intensive-.industries. In addition, as required by state law, TCAAP <br /> I must be planned to allow the integration of housing, employment and transit systems. <br /> d. All appropriate Federal, State and local resources have been identified and will be <br /> I utilized to complete and implement the strategy. <br /> Response: The City is actively pursuing assistance through DOD, the State of <br /> I Minnesota, Department of Trade and Economic Development and the Metropolitan <br /> Council, a regional planning agency with jurisdiction over regional systems, such as sewer, <br /> water, housing and transit The Metropolitan Council strongly supports the City's goal of <br /> I preparing a well crafted plan for the redevelopment and reuse of TCAAP. Metropolitan <br /> Council support for the City's Master Plan is required under the Metropolitan Land <br /> I Planning Act. <br /> e.
