<br /> . <br /> I. <br /> I Appendix A <br /> Phase II <br /> I Preparation of Framework Plan and Master Plan for Reuse and Redevelopment of <br /> I TCAAP (proposed Statement of Work) <br /> TCAAP is the largest unified tract ofland in the Twin Cities marketplace with potential for fully <br /> I integrated commercial, residential and public use development At the same time, there are <br /> important natural attributes within TCAAP which must be protected, Appropriate reuse and <br /> redevelopment of TCAAP is vital to the economic future of the City. <br /> I Part I Preparation of TCAAP Framework Plan <br /> Track IA Confirmation of Planning Parameters <br /> I <br /> Task lA-I: Zoning Protection Plan <br /> I This task involves development of interim City zoning controls intended to protect the integrity <br /> of TCAAP until a Master Plan is adopted, The intent is to allow coordination between the <br /> community-driven Phase I Concept Plan objectives and public and private development <br /> .- pressures that may arise within the next 6 to 8 months. <br /> Task IA-2: Market Research <br /> I A thorough understanding of market constraints is critical to expedite movement from planning <br /> to property disposal to development The City's TCAAP Task Force will analyze and assess all <br /> market aspects ofTCAAP, surrrilmding properties and the surrounding community. This task <br /> I will encompass several components: <br /> I. Analyze population, household and employment growth projections for the <br /> I TCAAP Primary Market Area (PMA) and the Secondary Market Area (SMA). <br /> 2, Assess the supply and demand in both the PMA and the SMA for industrial, office <br /> I and residential uses. <br /> 3. Offer conclusions regarding the highest and best uses of TCAAP, formulating into <br /> I the development equation the retention of on-site housing and structures where <br /> mandatory or appropriate. For example, there may be an opportunity for Alliant <br /> T echSystems to consolidate facilities and stay on site. The desirability and <br /> I feasibility of this option will be evaluated with respect to the potential impact on <br /> other types of proposed development <br /> I Task IA-3: Fiscal Impact Model <br /> This task involves creation of a model for developing a land use schematic that will offer the <br /> I- City a full understanding of market forces behind certain land use scenarios and define levels of <br /> risk associated with such scenarios. <br /> I 10, <br />
