Task IA-4: Legal Analysis <br /> I This task will develop a strategy for implementing strong land use controls that will enable the <br /> City of Arden Hills to balance the need for private development against the desire to preserve <br /> . open space. .An important component of this task will be to analyze existing regulatory <br /> constraints on the reuse of TCAAP, such as GSA Excess Property regulations and the McKinney <br /> Act. The analysis will also include the Metropolitan Council's regulatory and policy-making <br /> I role, and the legal limits of its authority over decisions related to land use, transportation, utilities <br /> and environmental issues <br /> I Task IA-S: Upgrade City Zoning Code <br /> The legal review of zoning, subdivision and infrastructure matters will likely identify <br /> opportunities for modifying the City's zoning code, <br /> . Track lB Community Goal Setting <br /> Market considerations, alone, are not enough to protect the interests of the City and its residents, <br /> I Public involvement is crucial to developing a TCAAP Master Plan that has the support of the <br /> community. Developing community consensus is the key objective of this goal-setting track.. <br /> . Task lB-I: Task Force OrganizationlMetropolitan Council Liaison <br /> This task will serve two purposes: (l) to provide information not apparent in commonly <br /> .- available data; and (2) to notify key community stakeholders of the nature and extent of the task <br /> and the importance of their involvement. This task will include preliminary discussions with the <br /> Metropolitan Council to ensure that the planning for TCAAP is consistent with regional planning <br /> regulations, goals and objectives as stated in the Metropolitan Council's Regional Blueprint. <br /> . Task IB-2: Community Visioning Workshop <br /> The TCAAP Task Force will prtpare and lead a workshop designed to articulate key issues, <br /> I community goals and reuse objectives, and to formulate community-based decision-making <br /> criteria for evaluating potential development schemes, This workshop will include community <br /> I leaders, business interests and affected residents and property owners. <br /> Task lB-3: Establish Goals for Reuse and Evaluation Criteria <br /> I A refined set of goals reflecting the issues identified in the preceding work tasks will be <br /> developed by the TCAAP Task Force. This will result in an approved set of goals and evaluation <br /> criteria for TCAAP reuse. <br /> . Task IB-4: Resolve Claims and Use Proposals <br /> This task involves consideration of competing land use proposals for TCAAP, including <br /> I retention of existing uses, proposals advanced by environmental interests, and market-based <br /> development demands. A determination of an appropriate land use balance with respect to these <br /> competing interests will be a critical policy decision for the City. <br /> I <br /> I- <br /> I II. <br />
