In support of that application, I would like to provide the following background information on our organization, our programs and our capacity to operate a successful Bingo program within the parameters established by the City and the State of Minnesota. I We have read and are mmmar with the requirements of the State Gaming Commission and the City of Arden Hills ordinance and requirements. It is our intent to comply fully with these requirements and to cooperate with the City to make this a successful enterprise. I The Earthstar Gaming Program Business Plan with financial projections and an organizational chart are attached for your information and review. I ~star was established in 1991 as a non profit organization serving the East Metro American Indian community by providing family conn_ling services, services to the elderly including transportation and to build housing for elders. One of our primary objectives is to address post traumatic stress disorder which affects the American I Indian community through our Earthstar Model Addressing this issue is clearly one of the "VI"Oi>liate uses of gaming proceeds specifically stated in the Minnesota gaming statutes. . Many residents of the Indian community participate in Bingo as a primary recreational and social activity. Our present senior citizens Bingo permit will be transferred to the Elders Lodge Co.! fJV1..tion to serve the elders at our new Elders Lxlge near Phalen Shopping Center. That program has limits of $ 10.00 payments per game. I Our org,mintion requires this kind income from sources other than third party and insurance reimbursements, government grants and foundation support. We also are committed to providing employment opporttmities to people within our programs. Therefore this kind of activity is an integrnl part of our long range program. I The American Indian population in your trade area is small, approximately 350 persons according to 1990 census data, however we are eager to find ways to increase available supportive services to these families which might I not be available without this Bingo program as a unique opporttmity to enable us to reach out to this important need within our community.
