I
CITY OF ARDEN HILLS ,
. .
1450 WEST HIGHWAY 96
. ARDEN HILLS, MN 55112-5794
.
May 16, [995
I Earthstar Project, Inc,
I Arm: Perry Boulin. Executive Director
[885 University A venue, Suite 50
St. Paul, MN 55104
. RE: Premises Permit Application Additional Information
. Dear Perry:
Yesterday your May 8. 1995 letter on the above subject was received. A staff review of this
I material has prompted the following comments:
l. [n order to satisfY the 40% trade area spending requirement, Earthstar Project has
proposed that the organization consider three programs: NYFS, sponsor affordable
I housing with Habitat for Humanity, and undertaking EartI1star housing initiatives, Of
these three alternatives, the NYFS option best meetS the spirit of the trade area spending
restriction, The intent of this ordinance is to encourage contributions that benefit the
.- general trade area community.
It appears that the proposed spending for Habitat for Humanity and internal organizational
I housing initiatives better satisfY an organizational mission statement rather than the spirit
of the City's charitable gambling ordinance. We would encourage your organization to
rethink this proposed trade area compliance strategy before your premises permit
application is presented to Council for their consideration,
I 2. The Council agenda is already full for the next regular meeting (May 30, (995). The next
opportunity to present this item to Council will be at the June 12, 1995 meeting. Staff
I packet information for this meeting will be given [0 Council on June 9, 1995.
We would urge your organization [0 respond to the trade area spending philosophical issue raised
I above and also [0 have an officer of the organization present to respond to Council questions at
the June 12, 1995 meeting.
[ am available to discuss any of these items at your convenience.
I Si~'~
.
Terrance R.
