City of Arden Hills 1450 West Hwy 96 Arden Hills, Minnesota 55112 I Dear Terry, Earthstar Project, Inc. has submitted an application for a premises permit to operate a Bingo program at Pot 0 I Gold Bingo ball on Sundays and Tuesdays. In support of that application, I would like to provide the following background information on our organization, our programs and our capacity to operate a successful Bingo program within the parameters established by the City and the Stue of Minnesota. I We have read and are familiar with the requirements of the Stue Gaming Commission and the City of Arden Hills ordinance and requirements. It is our intent to comply fully with these requirements and to cooperate with the City to make this a successful enterprise. I The Earthstar Gaming Program Business Plan dated 5/18 and financial projections dated may 16 are attached for your information and review. An org~ni7~rional chart was previously furnished in my letter of May 8. I ~star was established in 1991 as a non profit orgl'ni=rion serving the East Metro American Indian community by providing family conn""ling services, services to the elderly including transportation and to build housing for elders. One of our primary objectives is to address post tr'l1Jm~ric stress disorder which affects the American I Indian community through our Earthstar Model. Addressing this issue is clearly one of the ayy!~iate uses of gaming proceeds specifically stated in the Minnesota gaming statutes. I Many residents of the Indian community participate in Bingo as a primary recreational and social activity. Our present senior citizens Bingo permit will be transferred to the Elders Lodge Corporation to serve the elders at our new Elders Lodge near Phalen Shopping Center. That program has limits of S 10.00 payments per game. I Our organi7~rion requires this kind income from sources other than third party and insurance reimbursements, government grants and foundation support. We also are committed to providing employment opportunities to people within our programs. Therefore this kind of activity is an integral part of our long range program. I Please refer to our attached Business Plan whereby we propose to provide financial and cultural support to Northwest Y outb and Family Services.
