In support of that application, I would like to provide the following <br /> background information on our organization, our programs and our capacity to operate a successful Bingo <br /> program within the parameters established by the City and the Stue of Minnesota. <br />I We have read and are familiar with the requirements of the Stue Gaming Commission and the City of Arden Hills <br /> ordinance and requirements. It is our intent to comply fully with these requirements and to cooperate with the City <br /> to make this a successful enterprise. <br />I The Earthstar Gaming Program Business Plan dated 5/18 and financial projections dated may 16 are attached for <br /> your information and review. An org~ni7~rional chart was previously furnished in my letter of May 8. <br />I ~star was established in 1991 as a non profit orgl'ni=rion serving the East Metro American Indian community <br /> by providing family conn""ling services, services to the elderly including transportation and to build housing for <br /> elders. One of our primary objectives is to address post tr'l1Jm~ric stress disorder which affects the American <br />I Indian community through our Earthstar Model. Addressing this issue is clearly one of the ayy!~iate uses of <br /> gaming proceeds specifically stated in the Minnesota gaming statutes. <br />I Many residents of the Indian community participate in Bingo as a primary recreational and social activity. Our <br /> present senior citizens Bingo permit will be transferred to the Elders Lodge Corporation to serve the elders at our <br /> new Elders Lodge near Phalen Shopping Center. That program has limits of S 10.00 payments per game. <br />I Our organi7~rion requires this kind income from sources other than third party and insurance reimbursements, <br /> government grants and foundation support. We also are committed to providing employment opportunities to <br /> people within our programs.
