Purpose <br /> <br />The purpose of Earthstar' s gaming program is to generate discretionary income for our organization to further our <br />I service toward our mission of serving the Indian community in the St Paul East metro area. This furthers our <br />own self determination as a business enterprise and may eventually provide jobs and training for people in the <br />community. <br /> <br />. Scope <br /> <br />Earthstar will secure a class A license from the State of Minnesota Gaming Comnn",..;on and a premises permit <br />. from the city of Arden Hills to conduct Bingo and pull tabs at Pot 0 Gold Bingo in Arden Hills on Sundays ( 3 <br />Sessions and Tuesdays (2 sessions). <br /> <br />Management <br /> <br />I Sheila White Eagle, our fanner treasUrer will serve as our Bingo Managerreporting to the Executive Oil.....r.... and <br />the Board of Directors of Eartbstar. Refer to the attached organizational chart. Shirley LittleBird, one of our <br />I Board members has experience in the gaming industry as she formerly sold bingo equipment Jerry Cobanais has <br />several years experience as a bingo caller at Pot 0 Gold and will serve as our Assistant Manager. Frank Be1gea <br />with St Mary's Roman Orthodox Church, who is also a sponsor at Pot 0 Gold, will serve as technical resource <br />. for us. <br /> <br />I We recognize that we are a part of the management team at Pot 0' Gold and will cooperate with the other <br />organizations to operate the facility in the best manner to serve the customers. We will participate in consistent <br />I management policies and employment practices (as an equal Ol'jJUlnmity employer). <br /> <br />Regulation Compliance <br /> <br />. Earthstar Project will comply with the gaming requirements of Arden Hills and the Stale of Minnesota for a Class <br />A license. Earthstar presently holds a senior citizens bingo permit which will be transferred to the Eder.i Lodge <br />Corporation, a separate, but cooperating agency, <br /> <br />I Financial Management <br /> <br />. The Bingo Manager with the assistance of the Assistant Bingo Manager will be responsible for the daily record <br />keeping, deposits, and reporting to the Stale Gaming Commission. A separate gaming account will be maintained <br />at Norwest Bank in Arden Hills. Distributions from this account will be made for expenses, payroll and <br />distributions as permitted by the gaming rules of the State of Minnesota. Our &rthstar bookkeeping staff will <br />I prepare payroll with our normal payroll Carpenter Evert our certified public accounts will audit the account in <br />accordance with the requirements of the State of Minnesota. <br />e.
