ARDEN HILLS CITY COUNCIL—MAY 13, 2024 9 <br /> Councilmember Monson indicated she was not convinced either way on how to proceed with <br /> this matter. She understood this was only one parcel, but the lot could be subdivided and would <br /> have a second buildable lot. <br /> Councilmember Holden stated the reason the Council reviewed these requests individually was <br /> because each request was unique. She explained her preference would be to defer the assessment <br /> until the property subdivided. <br /> Councilmember Monson noted her agreement with the Mayor on a deferral for 10 years, and <br /> clarified it would be triggered when subdivided not sold. <br /> City Administrator Perrault noted the deferred assessment can be triggered at sale or <br /> subdivision, it is Council's preference. <br /> Councilmember Holden noted her preference was for subdivision not sale for the assessment. <br /> Councilmember Rousseau commented her preference would be to defer the assessment until <br /> there was a sale or subdivision. <br /> Councilmember Holden recommended the deferral be longer than 10 years given the fact the <br /> road would last longer than 20 years. <br /> Councilmember Monson stated her preference would be deferring the assessment for 20 years <br /> on the second lot, which was for$6,045 or until the property owner subdivided or sold the lot. <br /> MOTION: Councilmember Monson moved and Councilmember Rousseau seconded a <br /> motion to adopt Resolution 2024-026, Declaring Costs to be Assessed for the <br /> Property at 1370 Colleen Avenue deferring the assessment for the second lot <br /> for 20 years or until the property is sold or subdivided with the remaining <br /> REU being charged to the property. The motion carried 4-1 (Councilmember <br /> Holden opposed). <br /> MOTION: Councilmember Monson moved and Councilmember Holden seconded a <br /> motion to adopt Resolution 2024-026, Ordering the Preparation of the <br /> Proposed Assessments and Calling for a Public Hearing on the Proposed <br /> Assessments for 1370 Colleen Avenue related to the 2024 PMP Street & <br /> Utility Improvement Project. The motion carried (5-0). <br /> 12. UNFINISHED BUSINESS <br /> None. <br /> 13. COUNCIL COMMENTS <br /> Councilmember Rousseau explained besides the speakers at this meeting, she had several <br /> residents reach out to her as well, sharing their disappointment with the actions of one <br /> Councilmember and that this behavior may be setting the City up for litigation. She asked that the <br /> Mayor maintain civility so all residents and staff can feel safe at City meetings. <br />
