In support of that application, I would like to provide the following <br /> background information on our organization, our programs and our capacity to operate a successful Bingo <br /> program within the parameters established by the City and the State of Minnesota. <br /> We have read and are familiar with the requirements of the State Gaming Commission and the City of Arden Hills <br /> ordinance and requirements. It is our intent to comply fully with these requirements and to cooperate with the City <br /> to make this a successful enterprise. <br /> The Earthstar Gaming Progrnm Business Plan with financial projections and an organizational chart are attached <br /> for your information and review. <br /> _ Earthstar was established in 1991 as a non profit organization serving the East Metro American Indian community <br /> by providing family counseling services, services to the elderly including tnmsportation and to build housing for <br /> eldets. One of our primary objectives is to address post traumatic stress disorder which affects the American <br /> Indian community through our Earthstar Model. Addressing this issue is clearly one of the ajJl-uU}1.iate uses of <br /> gaming proceeds specifically stated in the Minnesota gaming statutes. <br /> Many residents of the Indian community participate in Bingo as a primary recreational and social activity. Our <br /> present senior citizens Bingo permit will be transferred to the Elders Lodge Corporation to serve the elders at our <br /> new Elders Lodge near Phalen Shopping Center. That program has limits of $ 10.00 payments per game. <br /> - Our organization requires this kind income from sources other than third party and insurance reimbursements, <br /> . government grants and foundation support. We also are committed to providing employment UjJjJUI tunities to <br /> people within our programs. Therefore this kind of activity is an integrni part of our long range program. <br /> I The American Indian population in your trade area is small, approximately 350 persons according to 1990 census <br /> data, however we are eager to find ways to increase available supportive services to these families which might <br /> I not be available without this Bingo program as a unique opportunity to enable us to reach out to this important <br /> need within our community.
