New staff may be phased in over <br /> time ii existing staff is not available or as existing staff quits. <br /> Gambling Manager Sheila White Eagle <br /> Assistant Gambling Manager Jerry Cobanais <br /> Bingo Callers (2) Jerry Cobanais + existing staff <br /> Bingo Checkers (1.5) existing staff <br /> Bingo Sales Paper (2) existing staff <br /> Bingo Floor Clerks (4) existing staff <br /> Pull Tab Sales (3) existing staff <br /> Security existing staff <br /> Community Investment <br /> Use of these funds will be in accordance with the State Gaming Commission requirements and the agreement with <br /> the City of Arden Hills. <br /> The 10% of net income will be paid regularly to the City of Arden Hills as required in our agreement for their use <br /> in public purposes. <br /> 40% of the net income will be invested in the Arden Hills trade area including new Brighton, Mounds View, <br /> Shoreview and Roseville as required in our agreement with the city of Arden Hills. The American Indian - <br /> population in the trade area is small, approximately 350 persons according to 1990 census data. However, we <br /> are eager to find ways to increase available supportive services to these families which might not be available <br /> without this Bingo program as a unique opportunity to enable us to reach out to this important need within our <br /> community. <br /> We propose to address these needs within the Arden Hills trade area through these three programs: <br /> 1. Provide financial support and cultural resources to the Northwest Youth and Family Services program in <br /> New Brighton. We have met with Kay Andrews and we discussed a partnership whereby we can provide - <br /> some financial resources to Northwest Youth and Family Services through these gaming proceeds as well - <br /> as provide some cultural resources to their staff to enable them to address any issues affecting Indian <br /> clients with in the trade area. . <br /> 2. Sponsor affordable housing in cooperation with Habitat for Humanity within the trade area. I <br /> We have spoken with Stephen Sidel of Twin Cites Habitat for Humanity and are exploring a potential <br /> partnership to provide affordable housing the the Arden Hills trade area. <br /> 3. Support affordable housing construction by the Earthstar Project team within the trade area. I <br /> At some point in the future after our Elders Lodge is complete in SI. Pllul in 1996 we may undertake our <br /> own affordable housing iuitiatives in the Arden Hills trade area to assist families in our community to <br /> obtain affordable housing with support from the Bingo operations. I <br /> Proceeds to Earthstar Project activities Use of these funds will be in accordance with the State Gaming Commission requirements and the agreement with I <br /> the City of Arden Hills. The Earthstar Board of Directors will approve the use of these funds for the treatment of <br /> PTSD, the elderly services program or affordable housing programs as the needs are prioritized by the Board in __ <br /> accordance with meeting the requirements of the State Gaming Commission. <br /> I <br />
