A staff review of this <br /> material has prompted the following comments: <br /> I. In order to satisfy the 40% trade area spending requirement, Earthstar Project has <br /> proposed that the organization consider three programs: NYFS, sponsor affordable <br /> housing with Habitat for Humanity, and undertaking Earthstar housing initiatives. Of <br /> these three alternatives, the NYFS option best meets the spirit of the trade area spending <br /> -e restriction. The intent of this ordinance is 10 encourage contributions that benefit the <br /> general trade area community. <br /> It appears that the proposed spending for Habital for Humanity and internal organizational <br /> housing initiatives better satisfy an organizational mission statement rather than the spirit <br /> of the City's charitable gambling ordinance. We would encourage your organization to <br /> - rethink this proposed trade area compliance strategy before your premises permit <br /> I application is presented to Council for their consideration. <br /> 2. The Council agenda is already full for the next regular meeting (May 30, 1995). The next <br /> opportunity to present this item to Council will be at the June 12, 1995 meeting.
