In support of that application, I would like to provide the following <br /> background information on our organization, our programs and our capacity to operate a successful Bingo <br /> program within the parameters established by the City and the State of Minnesota. <br /> We have read and are familiar with the requirements of the State Gaming Commission and the City of Arden Hills <br /> ordinance and requirements. It is our intent to comply fully with these requirements and to cooperate with the City <br /> to make this a successful enterprise. <br /> The Earthstar Gaming Program Business Plan dated 5/18 and financial projections dated may 16 are attached for <br /> your information and review. An org:mi7~tional chart was previously furnished in my letter of May 8. <br /> - . Earthstar was established in 1991 as a non profit organization serving the East Metro American Indian community <br /> _ by providing family counseling services, services to the elderly including tnmsportation and to build housing for <br /> elders. One of our primary objectives is to address post traumatic stress disorder which affects the American <br /> Indian community through our Earthstar Model. Addressing this issue is clearly one of the "~}UU~liate uses of <br /> _ gaming proceeds specifically stated in the Minnesota gaming statutes. <br /> - Many residents of the Indian community participate in Bingo as a primary recreational and social activity. Our <br /> . present senior citizens Bingo permit will be tnmsferred to the Eders Lodge Corporation to serve the elders at our <br /> new Eders Lodge near Phalen Shopping Center. That program has limits of $ 10.00 payments per game. <br /> I Our organization requires this kind income from sources othet than third party and insurance reimbursements, <br /> government grants and foundation support. We also are committed to providing employment opportunities to <br /> people within our programs.
