Approve the request and necessary variances, determining that the following conditions exist <br /> for a Subdivision Ordinance Varilince (cul-de-sac diameter): <br />I <br /> There are special circumstances (cite the specific circumstances) affecting the lot such <br /> a. <br />I that strict application of regulations would deprive the Applicant of reasonable use of <br /> his land. <br /> b. The variance is necessary for the preservation of a substantial property right. <br />I c.
