JUN-Z6-9~ MON 1~:23 CAMIROS MINH 612a2773~9 P.04
- - Task Force Meeting #4 - May 31, 1995
- This meeting continued the Site Overview. Randy Thoreson led off with a slide show to orient
. Task Force members to the site. This was followed by three other SEH presentations:
- AI Sunderman discussed site contamination. TCAAP contains 14 known contJlminA(ed
- areas (a 15th has already been cleaned). These areas are in different stages ofrcmediation;
- some may not be released for many years. A lot of information lIbout site contamination is
I already available; AI will focus on evaluating impacts on future development. The intensity
and length of the cleanup will depend on the level and nature of contamination. One of his
objectives will be to identifY when land may be available for reuse.
- Beth N"JXon discussed available natural-resource information: soils, wetlands, wildlife
I habitat and plant communities. Some prairie restoration has taken place (controlled burOs),
and a few patches of native prairie remain on the site. Infonnation is available from the
University of Minnesota and several other sources. Critical issues will include preservation
I of turtle and other wildlife habitat and the level of use the environment can sustain.
- Dave Simons discussed site infrastructure. Some systems are still used (e.g., the two water
systems), while others have been abandoned. The MOImdsview Interceptor Sewer was
, oversized to handle development of the site. Dave will assess surface drainage, sanitary
sewer conditions, water delivery, roadways and structures to determine their continued
usability. SEH will also evaluate roadway capacity and identi1Y potential problems.
, Because oftbe short time-frame and the volume and complexity of the information, the consulting
- team will try to distill data down to what decision-makers need to make good decisions. More
, detailed infonnation will be available for those who need or want it.
. Public Open House #1 - June 1, 1995
With very little lead time, the Task Force sponsored its first public meeting: an hour-long open
I house, during which team and Task Force members spoke informally with citizens; a short
presentation about the site and the plan; and about an hour of questions and COllmleDU from the
public. Attendance was light (lIbout 30 people) because of the very short advertising time
I available and because of a competing Arsenal Cleanup and Conversion Project (ACCP) meeting.
Nonetheless, the meeting was an opponunity for interested individuals to speak with City officials
, about the future ofTCAAP and to learn lIbout the City's objectives and role in the disposal of the
property. A dozen people spoke, most wanting to make sure development ofTCAAP is in
keeping with the surrounding communities and sufficient open space is set aside for posterity.
I Gayle Bromander of the New Brighton Historical Society presented the City of Arden Hills with a
set of historical TCAAP maps showing pre-Army landowners and acquisition and a detailed plan
I of thc Arsenal as it appeared in 1959.
I
.- 3
I
