JUN-26-9~ MON 1~:24 C~MIROS MINH 61262773"::59 P.8.5
VISioning Workshop - June 8, 1995 -
-
Members of the Task Force, City Council and standing committees gathered to engage in a .
visionlng exercise designed to articulate rommunity values and goals for TCAAP. The workshop
began with a reprise of Randy Thoreson's slide show orientation. This was followed by five -
rounds of nominal-group brainstonniDg with pre-determined questions; -
(1) What are the best things about Arden Hills? These might be the reasons you moved here,
or qualities you admire, or what is unique and positive. [
(2) What are the worst things about Arden Hills? These items might be things that are lacking,
of poor quality or worrisom for the futun: (e.g., stagnant tax base).
(3) What's your vision ofTCAAP 20 years from now? What qualities should it have? What I
should it represent to the City of Arden Hills?
(4) What goals must be set if we are to achieve the vision [described above]1
(5) What [specific] ideas do you have that might help the City achieve its vision? "
In each round, each individual was asked to select hislber top tbree priorities. At the end of the
round, the group as a wholc was asked to seJect its collective top priorities.
Another component of the workshop was a visual image survey. Participants viewed a series of I
slides grouped into six categories: residential uses, commercial uses, industrial and office uses,
parks and open spaces, landmarks and landscaping, and TeMP as it exists today. Each ~I
participant recorded a reaction to each image on a scale of -5 (strongly dislike) to +S (strongly
like). The results show that participants like green open spaces, both by themselves and as
adjuncts to other uses; respond positively to water and low-density housing; and dislike very - I
intense uses, large expanses of parlcing and strip development (housing or retail).
TlISlt HllCe M.emng "3 _ June 14, 1995 I
The focus of this meeting was a review of the development goals and site evaluation criteria that
emerged through the visioning workshop. One of the strongest themes was to make TCAAP "like ,
the rest of Arden Hills", an idea about which the consulting team asked for clarification. Key
phrases used during this discussion included:
- "come home to Arden Hills"; I
- "continue to provide adequate services (don't have to be the 'best')";
- Arden Hills has a 'non-stressful environment" and is a "5IIIIctuary";
- Arden Hills is "safe", has lots of"trees", represents "stability (real or perceived)"; and ,I
- Arden Hills has a "sroan-town feel. "
The development goals cover 7 topics: land use; transportation and infrastructure; open space and il
recreation; economic development; flexibility over time; political and legislative issues; and
community character. After reviewing these goals, the group discussed some of the criteria to be
used in evaluating alternate deveJopmennchemes to see how well they achieve the goals. ,
The discussion raised SOme interesting points:
- Certain types of markets will dictate their own characteristics, regardless of what the City I
may think about them (e.g., entry monuments in high-priced housing areas).
-I
.,
I
