Although the ACCP has no "legal" standing in the TCAAP debate, it <br /> has made good use of its mailing list and telephone network to encourage meeting attendance. - <br /> The City of Arden Hills has donated clerical time to preparing verbatim transcripts of the resulls - <br /> of these meetings and intends to consider those results as it proceeds with its own planning effort. <br /> ~ <br /> Each ACCP session explores the attributes of a good community: low population density, safety, - <br /> diversity, good public services and infrastrUcture, a pedestrian-fiiendly environment, recreational <br /> opportunities, good regional access, good jobs IlIId clean industry. Many of the assets participants I <br /> saw in their communities were also identified by the Task Forc:e: good schools, strong neighbor- <br /> hoods, good government, lots of green space. The values that participants felt should guide <br /> planning for TCAAP include an open, inclusive process; aeation of many kinds of opportunities; I <br /> tal( revenue; elimination of pollution and ammunition; living-wage jobs; preselVaUon of natural <br /> resource~ and a long-ranse perspective. Participants do not wanl gambling, military uses, retail <br /> saturation, or intrusive transportation routes. Many of the preferred uses are rec:reational - ice , <br /> arena, interpretive center, golf course, winter sports - or relate to economic development. <br /> This input, which was gleaned from residents of surrounding communities as well as of Arden , <br /> Hills, will be invaluable as the Task Forc:e proceeds into development of alternate development <br /> scenarios. It also supports the directions being taken by the Reutilization Committee (see below). - <br /> Meetings oft/Ie Reutilization Committee , <br /> May 20, 1995 , <br /> Brian made a short presentation to the Committee on Arden Hills's planning process and handed <br /> out the Task Force schedule. Denny asked the Committee to endorse the City's plan if it's similar , <br /> to whatever the Committee develops (this is the general expectation). He emphasized that the <br /> TCAAP reuse plan is the City's only tool for dealing with the federal government. <br /> The Committee's plan will include aU the surveys that have been done (by Moundsview School I <br /> District, results due in June. and others); Committee minutes; infonnation provided by Alliant <br /> Tech and others; the regional parks wisb list; and the City's plan. Matt Fulton (New Brighton) , <br /> suggested that Mr. Vento will need a non-land use list of needed actions -- e.g., mitigation, land <br /> disposal staging, legislative steps. The Committee will present their .completed. document before <br /> gelting a response from the public. Public meetings will probably be held in August or September, , <br /> b~se Vento does not want the Committee's work to extend past October. Molly Grove added <br /> that it would take two months to prepare the document, and therefore if the Committee wants to <br /> hold public meetings in August the plan would have to be completed in June. She agreed to pull I <br /> together everything that was already available and distribute it at the next Commitftle meeting. <br /> Mike Fix gave a status report on environmental cleanup. Originally this site was to receive $26 , <br /> million in FY '95, but that amount was cut to $2.7 million, then hiked back up to $10-12 million. <br /> -. <br /> , <br /> I <br />
