While these cuts won't affect tlte cleanup effort, they do indicate that reliable annual funding is a <br /> thing of the past and that cleanup is likely to get stretched out. <br /> One of the current debates revolve:J around EP A's cleanup priorities - 'worst first", rather tItan <br /> 'worst last". This means that sites that could be returned to use fairly quickly and cheaply languish <br /> - while EPA cleans up the dirtiest sites. One of the changes being considered for the Superfund <br /> - would shift priorities to put land back into the marketplace more quickly. The.MN Pollution <br /> Control Agency endorses this approach. Another issue is how clean is "clean" - to what standard <br /> - should polluted siles be cleaned. As a rule, EP A wiD clean sites to industrial (not residential) reuse <br /> - standards. However, it may even be more economical in the long run simply to "abandon" ceitain <br /> . <br /> parcels and just put them under guard, rather than trying to clean them at all. <br /> ~ The AMC is considering installing a Corrected Action Management Unit (CAMU). It could offer <br /> - <br /> economies of scale by creating one place to whicb all contaminated soil is brought for cleaning. It <br /> , might also mean that some sites could be declared clean at once. However, if the quality of the <br /> cleanup is lower or the pace is slower, CAMU won't work; funding could affect it. too. The site <br /> selected for the CAMU is tlte area around Building 50 I in the far SW portion ofTCAAP _ <br /> I ironically, outside of A1liant Tech's safety arcs, thus making yet another piece of properly <br /> unavailable for reuse. Denny advocated putting the CAMU within the existing safety arcs. <br /> I Wayne Gilbert of Alliant Techsystems promised to provide the Committee with 8-1/2 X 11 maps <br /> of the safety arcs at the next meeting. <br /> , - The Committee then turned to land use planning. again trying to place an open-space preservation <br /> line_ While most of the 1snd east ofHamline and the Rice Creek corridor would clearly be <br /> included, other 1IfC8S are less obvious. The gravel pit area would be expensive to restore, but it <br /> , has recreational potential. The kame is a rare geological feature created by a hole in the glacier <br /> where sand was deposited; it too could be used for recreation. Nesting areas of Blanding's turtle <br /> are still unknown and could affect land set-asides. Denny said the City will probably pursue a mix <br /> I of uses with a pedestrian orientation, making sure that the site generates enough taxes to support <br /> itself. Larry Holmberg of Ramsey County Parks recommended that the plan consider relocating <br /> the MoDOT facility al the NW comer ofTCAAP, even if it's to another part ofTCAAP. <br /> , At the end of the meeting. a Mr_ LaFontaine told the Committee that he holds a .pre-emption <br /> celtiiicate", as described by treaty with the Turtle Mountain Reservation in North Dakota, that <br /> , entitles him to J 60 acres of excess federal land. He claimed that. this certificate pre-empted all <br /> other claims, even those offederal agencies. He would like to put a casino on his land.
