He mentioued that the McKinney Act had changed within the last week; Peter <br /> will check into this. Mr. Vento advocates restoration of contaminated sites to their "natural <br /> condition", but admitted that this was a subject of debate in Congress. - <br /> Arne Cook of Opus Corporation briefed the Committee on the market in the north suburbs and - <br /> 35W corridor. He began by saying that there are not many huge parcels left "close in", which - <br /> makes TCAAP all the more valuable. Assuming that in lIII industrial area of 400 acres, where 20"/0 - <br /> of the land would be used for roads and infraslruCture, the industria/land alone would be worth <br /> $20 million; at 30"/0 coverage, this would support more than 4 million square feet of development. , <br /> When asked why this corridor, unlike the 1-494 corridor, has not seen this scale of development <br /> before, Mr. Cook said that the 1-494 corridor is close to the saturation point and in ten years or so <br /> developers will be looking north for prime development parcels. , <br /> Mr. Cook recommended that industrial development be covered by restrictive covenants (or <br /> zoning and design controls) to regulate building materials, placement of loading docks, screening, I <br /> irrigation, etc.; however, he cautioned against getting .carried away. because developen might <br /> just leap-frog the community. He also urged creation of a master plan to guide developmetU, but <br /> with enough flexibility to accommodate changes in technology and business practices. He I <br /> recommended against using land leases unless they are very long-term (99 years). Properties <br /> should be as .clean" as possible to satisl)' lenders. He said not just to cap contamination, because <br /> "end lenders" - pension funds, insurance companies, etc. - are extremely risk-averse because - , <br /> they have deep pockets and expect to be sued for any problems. Congressman Vento interjected <br /> that Congress is working on changes in lender liability laws that might help this situation, <br /> Wayne Gilbert of Alliant Tech was reminded that he had promised to bring safety-arc maps. He , <br /> promised to do so at the next meeting. He also confirmed that Alliant recently won a $93 million <br /> contract with AMC, and that most of the work will be done at TCAAP and a site in IDillOis. , <br /> Molly Grove reported that Mr. LaFontaine's pre-emption certificate does not apply to TCAAP or <br /> lands like it, but to a special classification of federal property. I <br /> ACCP distributed "raw data" from their meetings and announced that they will hold 5 to 10 <br /> meetings more in July.
