Section 240 - Personnel Policy for City Employees . I . 240,01 Purpose. It shall be the purpose of this Chapter to establish a uniform and equitable . system of municipal personnel administration for all employees of the City. . 240,02 Scope. Any term and condition of employment shall remain solely within the discretion . of the City to modify, establish or eliminate.
