DATE: July 7, 1995 <br />I TO: Mayor and City Council <br /> Brian Fritsinger, Administrato@ <br /> FROM: <br />I <br /> SUBJECT: Resolution 95-54, National Guard Water/Sewer Connection <br /> Agreement <br />I <br /> The Minnesota Army National Guard originally approached the City in 1994 about a <br />I potential connection to municipal water and sewer. A formal request was received by the <br /> City in January of 1995. <br />I Currently the Guard is served by a water and sewer system that is operated by TCAAP and <br /> its designated managers. The Guard was notified by TCAAP officials that they could not <br />I- rely on the availability of sewer and/or water services at TCAAP beyond September 1, 1995. <br /> In June, 1995, the Arden Hills City Council agreed to participate in this project to an amount <br />I between $16,875 and $19,875. The level of participation was to be determined based on the <br /> oversizing of the public sanitary sewer lift station and whether or not a ten or twelve inch <br /> watermain was necessary. While the City Engineer is still pursuing an understanding, the <br />I engineer for the National Guard and Mr. Stonehouse have not yet agreed upon the watermain <br /> issue. <br />. The Connection Agreement includes a water and sewer connection fee of $25,000. This fee <br /> was determined by utilizing two methods; historical assessments and comparing what <br />I surrounding metropolitan communities charge for development connection fees. Based on <br /> this property being 10.2 acres in size, a range of $25,000 - $32,180 was developed and <br /> determined reasonable. <br />I Recommendation <br /> Staff recommends adoption of Resolution 95-54, approving the water/sewer Connection <br />I Agreement with the National Guard subject to receipt of a signed Connection Agreement <br /> from the National Guard. <br />I <br />.- <br />I <br />
