The <br /> service drive is located within the State Highway 51 right-of-way and is under the jurisdiction of the I <br /> State of Minnesota Department ofTransportatiOI1'(MNDOT). The parking lot provides for one point <br /> of direct vehicular access to the servic~ drive. The college proposes to have a "Control Gate" <br /> installed at the entry to the parking lot from the service drive for security purposes. I <br /> Mr. Ringwald noted Bethel College will be requesting staff to pursue discussions with l'vfNDOT <br /> regarding the vacation of the service drive right-of-way. The college wishes to obtain ownership of I <br /> the service drive so that they may maintain it in an acceptable condition. If the college were to obtain <br /> the seIVice drive, then the "Control Gate" would be relocated from the proposed parking lot to the <br /> intersection of the service drive and Bethel Drive. If the "Control Gate" can be relocated to [he I <br /> intersection of the service drive and Bethel Drive, then staff would recommend the construction of <br /> a second access from the southeast comer of the parking lot to the seIVice drive to maximize on-site <br /> calculation. I <br /> Mr. Ringwald noted the City of Arden Hills received the application for this request on July 3, 1995. <br /> Pursuant to Minnesota Statute, the City must act on this request by Friday, September I, 1995 (60 I <br /> days), unless the City provides the petitioner with written reasons for an additional 60 day review <br /> period. The additional review period would extend to Tuesday, October 31, 1995. The City may, . <br /> with the petitioner's consent, extend the review period beyond the Tuesday, October 31, 1995 date. . <br /> Lastly, if the City denies the petitioner's request, "...it must state in writing the reasons for denial at <br /> the time that it denies the request. " <br /> Mr. Ringwald indicated staff recommends approval of the Site Plan, in Planning Case 95-18, I <br /> conditioned on: <br /> 1. Modification of the southeast corner of the parking lot to provide a second access I <br /> point, if Bethel College can relocate the "Control Gate" to the intersection of the I <br /> service drive and Bethel Drive. <br /> ~ Modification of the storm sewer outlet adjacent to the creek, per the consulting <br /> "-. I <br /> engineers recommendation and for their approval. <br /> 3. Approval of the grading plan by the Rice Creek Watershed District. . <br /> Provision of written verificalion that the prolJosed use (138 stall parking lot) 's <br /> 4 <br /> permitted within the utility easement. I <br /> Mr. Craig Hjelle from Bethel College briefly commented, the location of the "Control Gate" may <br /> change to Bethel Drive, but this will be reviewed with staff if ownership of the service road is I <br /> obtained. <br /> . . <br /> I <br />
