A\lDroval of Minutes The Council is asked to approve the Minutes of the August 28,1995, regular Council Meeting. . b. Consent Calendar L Resolution #95-63 - The Council is asked to adopt Resolution . #95-63 which adopts the Truth in Taxation Public Hearing dates for the proposed 1996 taxes payable. The initial Hearing date is scheduled for .- November 30, 1995, with the Continuation Hearing scheduled for December 18,1995. . 2. ClaimslPavroll - The Council is asked to approve claims in the amount of $278,366.64 and payroll for the period ended September 1, 1995. The Council should note the payment to Lake Johanna Volunteer Fire . Department Benefit Association in the amount of$117,367.00. Note that the Midwest Asphalt payment number two (Agenda Item 6e) is not reflected in the above claims total. . c. Unfinished and New Business L Ogren Environmental Assessment Worksheet - The Council is asked to . make a negative declaration on the need for an Environmental Impact Statement. In other words, what the Council needs to consider is there . enough information in the EA W to determine whether or not the project will have significant environmental impact, or more clearly, "Is an EIS necessary". Mr. Ringwald has included in the packet the EA W, comments . and responses to the comments received about 1:he EA W. 2. County Road F Stop Sign - City Engineer Maurer has reviewed the . matter and given his opinion. His conclusions are that, if average speed reduction is the only reason to install the stop sign, he would recommend .- against installation. He also notes that the installation is valid if other reasons are present. Staff believes other considerations are present and .
