Land Use and Compatibilitv With Plans <br /> Commenter asks for further discussion of the project compatibility with adjacent and nearby <br /> . land uses and for information on the existence or nonexistence of environmental hazards~ <br /> The use of this site for the proposed attached single family residential housing is compatible with <br /> . adjacem land uses. This is based upon the proposed style of unit, design of the project, buffering <br /> of adjacent units, impact of existing residential developments on the adjacent open space, <br /> buffering from the lake, neighborhood location, proximity to minor arterials, and other land use <br /> . planning principles. The use does not constitute an inherent hazard. Conditions of approval <br /> recommended by staff include buffer zones around the wetlands and the preservation of oak trees <br /> not in building pads or roadway area. These conditions will mitigate alteration of the <br /> . environment. <br /> .e Commenter states that the EA W does not address how the compatibility of the project with the <br /> City's comprehensive plan, zoning ordinance, or shoreland management ordinance. Commenter <br /> . states that the project conflicts with these plans, that the R-I zoning does not obligate the City to <br /> allow anything other than single family dwellings, that the project is incompatible with single <br /> family development, and that the relationship to the open space has not been addressed. In <br /> . addition, density restrictions are violated by the development. <br /> Commenter notes the discrepancies in the City's comprehensive plan, and stares that a hearing <br /> . was held to amend the plan. <br /> The City of Arden Hills Comprehensive Plan contains three sections: Land Use, Public <br /> . Facilities, and Implementation~ The Land Use Section includes several elements and maps. <br /> Land Use Section <br /> . --Land Use Element <br /> As described in the EA W, the Land Use Plan (map) shows the site as parks and open <br /> . space. However, the map of undeveloped land indicates the site is undeveloped low <br /> density residential land, and the Park and Open Space Plan (map) does not show the site <br /> as park and open space. A comprehensive plan consists not only of graphics, but also of <br /> . goals and policies to serve as the basis for decision on implementing the planned <br /> development pattem~ The proposed development plan, with the recommendations for <br /> ..
