Since the Minnesota Pollution Control Agency has been delegated authority by EP A to <br /> administer the program, applicants can apply to the MPCA for coverage under a General <br /> Construction Storm Water Permit. This permit is automatically granted by the MPCA within 48 <br />. hours after receiving a complete application and fee payment.
