.
.. 8. Waste Waters
. Commenter notes that sewage generation of the project and the capacity of City facilities are
. not addressed in the EA Wand asks who will bear financial responsibility for any improvements,
For purposes of establishing a service availability charge (SAC) for sanitary sewer service, the
. Metropolitan Council Wastewater Services uses a volume 274 gallons of maximum potential
daily wastewater flow for a single-family unit. For 16 homes, this would result in a maximum of
4384 gallons per day.
. Previous deficiencies were due to the pumping capacity of two lift stations that serve this and a
larger area of the city, Sanitary sewer flow from an area east ofHwy. 10 was diverted to a
I regional interceptor paralleling 1-694, The reduction of this flow appears to have remedied the
capacity problem, City staff have discussed the capacity of the lift stations serving the area with
City Public Works staff. No capacity problems have been experienced. No public facility
. improvements are needed for this project. The existing sewer line running through the project
site will be utilized for the townhome development.
. 9. Ground Water
.- Commenter notes that the area is poorly drained and asks who is responsible for dealing with
drainage and flooding of the site.
. See responses under Water Quality, Surface Water Runoff, Erosion; and under Soils.
. 10. Hazardous Wastes. Stora?e Tanks
I Commenter states that a specific declaration should be made in the EAW that no contaminated
soils, abandoned tanks, or other environmental hazards exist on the site,
. The Ramsey County Public Works Department examined historic aerial pholOgraphs of the site.
No indication of development on this site was found. The only "development" has been a
recreational trail (unpaved) and a sanitary sewer pipe, Roads exist on the east and south borders
I of the site, There is no indication that storage tanks, soil contamination, or any other
environmental hazards exist on the site.
I
.
.- Responses to Comments Ogren Townhome PUD page II
I
.-
