I The major impact to this corridor was the construction of Old Highway 10, a minor arterial. . Commenter states that the existing hill. which is to be graded. currently provides a buffer from noise and traffic for trail users, I Commenter states that the EA W does not identify the impact on the trail. that the easement is violated by several units of the project because the units have no backyard and the residents will claim a portion of the easement for a yard. Several commenters note that only Ramsey County I has the right to locate the trail within the easement. A typical easement acts to prevent specific activities but does not confer absolute ownership or . use rights to the easement holder. The trail will be realigned pursuant to the request of the Ramsey County Parks and Recreation Department. The trail will be relocated so that it is within the 66-foot trail easement, which is not now the case. The trail does not currently stay within the I easement. The trail will follow the north property line of the project site. .- The Ramsey County Parks and Recreation Department has stated that it has reviewed the grading plan and that the grading plan adequately addresses the interests of the Department.
