Commenter questions the validity of the traffic analysis, <br />I The traffic analysis submitted by the project proposer was prepared by a professional traffic <br /> engineer. The analysis was reviewed by the Ramsey County Traffic Engineer and the City <br /> Engineer, who concurred with the conclusion of the traffic report, i.e., that the existing street <br />I system can adequately accommodate the anticipated traffic volumes after the project is <br /> completed. <br />I 12. Archaeolo~ical. Historical. Architectural Resources. Parks <br />. RGU's note: Chatham Open Space on south ofE2, designated as open space and owned by City <br /> of Arden Hills, should have been included in the listing of designated parks, recreation areas, and <br /> trails in item 26c in the EA W. <br />I Several commenters cite the recommendation of the Minnesota Historical Society and <br /> recommend that an archaeological survey be conducted. <br />I The Minnesota Historical Society (MHS) notes that there are no reported historical or <br />.- archaeological properties in the project's area of potential effect. However, MHS recommends <br /> that an archaeological survey be completed on the project site because they believe there is a <br /> good probability that unreported properties may be present. <br />. The U.S. Army Corps of Engineers (COE) notes that COE is mandated by law to require such a <br /> survey if I) specifIc information concerning known properties which may be eligible for <br />I inclusion in the National Register, or 2) specific information concerning known sensitive areas <br /> which are likely to yield resources eligible for inclusion in the Register. The COE states that <br /> MHS has not provided such information and thus will not require a survey. <br />. No indication of the presence of historic or archaeological resources has been found. The City's <br /> Comprehensive Plan states that according to the MHS there are no recorded prehistoric sites in <br />I Arden Hills. <br /> Regarding the disturbance of human remains, Minnesota Statute 307,08, Subd. 2, states that "a <br />I person who intentionally, willfully, and knowingly destroys, mutilates, injures, disturbs, or <br /> temoves human skeletal remains or human burial grounds, is guilty of a felony." If any such <br />I remains are uncovered during construction, construction would have to stop, <br /> Given that no known prehistoric sites have been found in Arden Hills and that the discovery of <br />I human remains would halt the project to avoid felony charges, an archaeological survey is not <br /> warranted at this time. <br />I .
