ARDEN HILLS CITY COUNCIL - SEPTEMBER 11. 1995 6 <br />I Ms. Holmes expressed concern regarding net density, the Comprehensive Plan, Zoning and <br /> Easement in her memo to the Council. <br />I Ms. Doris Canniff, 3946 Glenview, expressed concern regarding that by building on the site those <br /> buyers who purchase homes may have problems. She was afraid the City would have to cover the <br />. cost, if the development is not successful. <br /> Ms. Canniff indicated the residents wish for the area to stay the same. She feels the site is not <br />. appropriate for building, but is more of a swamp like or wetland area. <br />. Mr. Roger Aiken, 4360 Hamline, felt the EA W was inadequate and an EIS was necessary. <br /> Mr. Aiken felt pertinent information was not addressed in the EA W, such as; wildlife concerns, <br />. traffic, future impact, etc. He did not believe some questions were resolved, such as control of the <br /> private road, pipe/culvert responsibilities, etc. <br />. Mr. Aiken felt in the Staffs report, they mentioned upholding the Shoreland Requirements, but he <br /> believed the minimum lot size of20,OOO square feet and 30% density should also be upheld. <br />.. Mr. Aiken felt the watershed area had been changed, which has not been reviewed. <br /> Mr. Aiken urged the Council to delay their decision. <br />. Ms. Sharon Turgeon, 1777 Venus Avenue, indicated she had previously addressed the PlanninK <br /> Commission regarding this issue. She felt there should be an archaeological study of the site. She <br />. noted the Minnesota Historical Society recommended that a site survey be taken. She believes this <br /> site has good potential for unreported properties because it is near a lake and settlements are known <br />I to be on hilltops. <br /> Ms. Turgeon noted this survey would not be drastic and the cost most likely under $2,000. She felt <br />I this issue should be addressed before the hilltop is removed. <br /> Mr. Joe Vodonik, 1723 9Jenview, expressed concern for the lake levels and t1ooding. He inquired <br />I who would take the responsibility should the site flood after development. <br /> Hilda Reynold, 1645 Glenview Court, indicated the site t100ded twice last year. She noted more <br />I trees will be removed and there will be less to absorb the water. <br /> Ms. Billie Schacht, 1683 West County Road F, inquired if the property is owned by Mr. Ogren or <br />I is the ownership still pending. She also asked if the Council was listening to the comments and <br /> concerns of the residents. <br />I . <br />I <br /> - - <br />
