Mr. Rem indicated this was selected as a typical year. <br /> Councilmember Hicks noted the information denoted the levels increasing by .3 inches each year . <br /> in the last 40 years, where would the expected changes be for the next 40 years. Mr. Ringwald noted <br /> there has been a substantial amount of development over the last 40 years and until the 1980s there <br /> were no regulations regarding nm off and drainage, he felt this was one of the major factors for the I <br /> increase in lake levels. He noted now the area is at its highest level of development. <br /> Councilmember Hicks inquired as to the effect of the Valentine Elementary School. Mr. Ringwald . <br /> noted the impact is not significant since the run off will flow to the west into Valentine Creek and <br /> not into Valentine Lake. <br /> Councilmember Hicks inquired why the drainage would be to Valentine Lake and not to Valentine . <br /> Creek from the proposed development. Mr. Ringwald noted the project could provide for a two cell -. <br /> approach with the sediment basin. The ponding would provide water to a historical wetland that is <br /> currently not a jurisdictional wetland. Also in providing a connection into Valentine Lake with the <br /> piping, through the PUD the City could enforce Shoreland Management requirements. . <br /> Mayor Probst asked in regard to the traffic analysis, what impact the traffic would have on the road.. <br /> Mr. Ringwald indicated in general, the entrance to the development is a safe distance from Old . <br /> Highway 10 and 490 feet from the entrance to Valentine Hills Elementary, therefore there would be <br /> no concern regarding access. In regard to increase in traffic flow, the road was designed as an minor <br /> arterial and could support the additional traffic. He noted the additional traffic will not be I <br /> significant. <br /> Mayor Probst inquired as to the "clear cutting" of a stand of trees. Mr. Ringwald agreed with the I <br /> definition given by Ms. Holmes for a stand of trees, but indicated in his assessment the cluster of <br /> trees he was referring to will still be within the development_ The area to be cleared would be <br /> ~ I' <br /> mostly brush and not defined as a stand of trees. . <br /> Mayor Probst asked if a survey of the vegetation was available. Mr. Ringwald noted there is one, <br /> but he did not have it available at the Meeting. I <br /> Mayor Probst inquired if there is a body of evidence to support an archaeological survey. Mr. <br /> Ringwald indicated he did not feel the Minnesota Historical Society provided enough information . <br />- to warrant a survey, and also noted there are mechanisms available should any remains be found . <br /> during construction.
