CITY OF ARDEN HILLS MEMORANDUM I DATE: September 20, 1995 I TO: Mayor and City Council I FROM: Brian Fritsinger, City Administrato~F) SUBJECT: Arden Manor Watermain Improvement Project I Background Currently, Arden Manor Mobile Home Park operates a private well for their water source. The I Department of the Army has agreed to connect Arden Manor to a new water source and abandon the current wells. I The City Council originally reviewed this item at its May 30, 1995, Council Meeting, where it gave direction to Staff to proceed with discussions on a Connection Agreement. At the June 12, I 1995, Meeting, the Council ordered the preparation of plans and specifications for the project. The project was originally intended to be completed no later than September I, 1995. Due to I- delays with the Department of Army in obtaining a final approval of funding for the project, Staff was unable to proceed with the bidding ofthe project until recently. . Mr. Stonehouse's memorandum summarizes the results of the bid opening. Because of the delay, the final Development Agreement has not been formally approved by the other parties. In order to move the project forward, City Attorney, Jerry Filla, has indicated that the approval of I the project with the recommendations identified below to be appropriate. Recommendation I Staff recommends the City Council adopt Resolution 95-65 which would include the following actions: I 1. Accept and receive the bid proposals. I 2. A ward the project to Dave Perkins Contracting, Inc., subject to approval of a formal cooperative Connection Agreement between the Army, Arden Manor Trailer Park and the City of Arden Hills.
