Based upon feedback from the City Council, residents of recently <br /> reconstructed streets in Arden Hills, and staff, we have attempted to develop a revised <br /> - process for use in future improvements. This letter will summarize that process and outline <br /> - a method and timeline for its implementation over the next year using the 1995 Pavement <br /> -, eViL E~G;('...~=~'\;G re-rating as a starting point, and concluding with the completion of a 1996 Street <br /> ~;\YIRONMENTAl Improvement Project. <br /> --- MUNICIPAL <br /> _ePLA.\iNir-..G Proposed Process <br /> SOLID WASTE <br /> STRUCTURAL The revised PMS process should start with the re-rating of all streets within Arden Hills <br /> J SURVEYING during October. This operation should occur on a three year basis, and has not been <br /> TRA:FiC completed since 1992. Based upon conversations with City staff, this work would be <br /> I TRA!\<S"ORTATIOf\ completed using a combination of MSA and public works staff. Following the initial <br /> re-rating, MSA would update the computer files annually to move newly reconstructed, <br /> ELECTRICAL/MECI-<AN:cAL rehabilitated, overlaid, or seal coated streets to appropriate locations within the master <br /> I ENGINEERING street priority list. <br /> f-'VAC <br /> POWER )1$~R~BUTiON Data Gathering and Information Dissemination <br /> I SCADA <br /> SYSTEM CONTROLS Upon completion of the street annual re-rating/revision, staff would most likely request <br /> I authorization to complete a feasibility study for those streets most in need of corrective <br /> action, as outlined above. This feasibility study would be more general in nature than <br /> recent studies, in an effort to give residents a basic idea of the various improvement <br /> I options, costs, and benefits related to the various means of improvement. Following the <br /> preparation of this report, MSA and staff would hold informational meetings with affected <br /> property owners. It may be necessary to hold more than one meeting as residents not <br /> I desiring street rehabilitation when proposed by the PMS, could ask that their streets be <br /> delayed.
