Based on the information contained in the <br /> Environmental Assessment Worksheet (EA W), the Environmental Planning and Review Office <br /> Ie staff believes that significant environmental effects are not likely to occur as a result of the <br /> project. Therefore, the preparation of an Environmental Impact Statement (EIS) does not appear <br /> I warranted for Minnesota Pollution Control Agency (MPCA)-related issues. We do, however, <br /> have the following concerns: <br /> I 1. Regarding Item 8, a MPCA general storm water permit for construction activity was not <br /> listed. It should have been listed as a required permit. Based on the information in the EA W, <br /> namely that more than five acres will be disturbed, this permit is required. A permit <br /> I application packet is enclosed for your information. For questions regarding this permit <br /> please contact Dan Sullivan of the MPCA at 296-7219. <br /> I 2. The MPCA general storm water permit for construction activity requires that the contractor <br /> and project proposer use Best Management Practices (BMPs) to control erosion and sediment <br /> during construction (called a "Temporary and Erosion and Sediment Control Plan") as found <br /> I in Appendix A of the permit. These BMPs are then incorporated into the plans and <br /> specifications prior to the start of construction. The specifics of these requirements are <br /> I spelled out in the general permit found in the permit application packet. <br /> " Since more than one acre of impervious surface is being added a "Permanent Erosion and <br /> ~. <br /> I Sediment Control Plan" must be prepared by the project proposer.
