The conclusions reached in the initial screening were: - <br /> , - <br /> 0 Highway 96 needs two through lanes in each direction, <br /> it should have 8 foot shoulders, ~ <br /> 0 <br /> , 0 left-turn lanes should be provided where left-turns are permitted, - <br /> 0 Highway 96 should be an urban section with curb and gutter. <br /> - <br /> I Median Alternatives - <br /> ~ <br /> ~- <br /> I The only remaining cross-section issue following the initial screening of alternatives is the width of <br /> the median area on Highway 96. There are four potential alternatives for the median area. - <br /> - <br /> 0 Wide Median - The wide median would be 30 feet wide and would be of sufficient <br /> , -- <br /> width to allow double-left turn lanes where needed, . <br /> ~ <br /> I 0 Narrow Median - The narrow median would be 18 feet wide and would provide for - <br /> single left-turn lanes where left-turns are permitted. <br /> ~, _____.c <br /> I- 0 Two-way Center Left-Tum Lane - The two-way center.left-turn lane could be 14 feet - <br /> wide and would allow for left,turns in both directions. <br /> - <br /> I 0 No Median - In sections of Highway 96 where there is no access it may be possIble -,- <br /> to get rid of the median area. -. <br /> , The preferred median alternative can be different for different segments of the corridor. In order to ----- <br /> facilitate the evaluation, the corridor was divided into the following segments for evaluation. - <br /> , Old Highway 8 to Highway 10 - <br /> 0 <br /> 0 Highway 10 to Lexington A venue - <br /> , 0 Lexington Avenue to Hodgson Road -'-= <br /> Hodgson Road to Rice Street ..',. <br /> 0 <br /> 0 Rice Street to McMenemy - <br /> I 0 McMenemy to Centerville Road - <br /> -- <br /> A matrix was developed for each segment indicating the key points relative to nine different <br /> I evaluation criteria, The matrix for each segment is attached at the end of this memorandum. - <br /> -- <br /> In locations where there is plenty of right-of-way, where access is nll'f1in issue, and where there is <br /> , little or no impact to adjacent land uses or wetlands the wide median would be the ideal alternative - <br /> because it provides the highest level of safety, it provides the greatest flexibility for enhancements, - <br /> .- - it provides the opportunity to add double left-turn lanes at selected locations without further <br /> widening, and it would provide a consistent cross-section throughout the corridor.
