I have been authorized by OneComm to act as their representative for planning <br /> and zoning matters. I <br />( OneComm is"clne of the largest Specialized Mobile Radio ("SMR") services in the United States. -, <br /> Last year, OneComm was granted a license by the Federal Communications Commission to <br /> operate an Enhanced,.'l:tvlR,.or ES:tvIR, in the Twin City market area. ESMR cellular is one of the <br /> newest emerging low-power wireless technologies that will compete with cellular. ESMR cellular I <br /> will look, sound and work just like traditional cellular but will have the advantage of also being <br /> able to provide paging, fleet dispatch and data transmission all with one portable handheld phone. <br /> ESMR cellular is digital and can handle more calls per channel than traditional cellular and , <br /> transmits at lower watts. <br /> PROPOSED USE I <br /> OneComm is proposing to place cellular antennas on the top and sides of the Water Tower. I <br /> Initially, three 15ft. whip antennas will be installed on the top. At some time in the future, the <br /> whip antennas will be removed and replaced with nine 4ft. by 1 ft. panel antennas attached to the <br /> sides of the tower as shown on the plans. The antennas will transmit and receive low power (50 , <br /> watts ERP) cellular radio signals. <br /> An unmanned equipment shelter measuring approximately 12ft. by 20ft. by 12ft. high will be I <br /> constructed at the base of the Water Tower. The shelter will have a brick finish to match the <br /> existing pump house. The shelter will be about 10 feet away from the base of the Water Tower. <br /> The plan shows the shelter on the southwest side of the tower, but it can be located anywhere , <br />( around the base of the water tower in order to avoid underground utilities and to meet setbacks. -, <br /> I <br /> - <br />
