CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> . - <br /> DATE: December 11, 1995 <br /> I TO: Mayor and City Council <br /> Kevin Ringwald, Community Development Director V <br /> FROM: <br /> I <br /> SUBJECT: Metropolitan Livable Communities Act 1996 <br /> I Request <br /> The City Council is requested to adopt Resolution #95-86 (Exhibit A) establishing goals related <br /> I to the implementation of the Metropolitan Livable Communities Act for the calendar year of <br /> 1996. <br /> . Discussion <br /> The Metropolitan Livable Communities Act (the Act) was adopted by the State of Minnesota in <br /> 1995. The Act is intended to address housing and other development issues facing the Twin <br /> I Cities metropolitan area. The Act requires the Metropolitan Council to negotiate affordable and <br /> life-cycle housing goals for each participating community. If a municipality complies with the <br /> II Act, then they are eligible to receive certain grants and loans from various State agencies. The <br /> Metropolitan Council previously provided the City with the draft goals for the Act (Exhibit B). <br /> I In November of 1995, the City Council adopted Resolution # 95-75. Resolution # 95-75 stated <br /> that the City of Arden Hills was electing to participate in the Local Housing Incentives Account <br /> Program (the Program) under the Act for the calendar year of 1996. The adoption of Resolution <br /> I # 95-75 was the first action required to participate in the Program. The second action required to <br /> participate in the Program is submitting the goals to the Metropolitan Council for action. The <br /> Metropolitan Council is required to act on these goals prior to January 15, 1996. <br /> I The Staff has previously discussed with the City Council the general framework for the City's <br /> participation in the Program. The general framework is as follows: <br /> I 1. Given that the City of Arden Hills South of Highway 96 is fully developed and that the <br /> I potential for any meaningful number of new residential units lies with the development of <br /> land North of Highway 96, the Twin Cities Army Ammunition Plant (TCAAP). The <br /> City's participation in the Program is linked to the residential component of the re- <br /> I development of TCAAP. Also, the goals that are to be established in the Program are to <br /> be directly linked to the creation of new residential units in TCAAP. As example, if the <br /> goal for affordability for Arden Hills is 50 percent, then 50 percent of the new residential <br /> ~ units in TCAAP would be available for affordable units. However, this would not <br /> guarantee the creation of affordable units. <br /> I <br /> ,- <br />
