<br /> . . <br /> 2. The City of Arden Hills Comprehensive plan was adopted in 1982. A component of that ,I <br /> plan was the Land Use Plan. The Arden Hills Task Force has been working on <br /> recommendations on revising the LaiJd Use Plan for TCAAP. These recommendations <br /> will ultimately be forwarded to the City for appropriate action. Also, the TCAAP Re- . I <br /> Utilization Committee, which was formed by Congressman Bruce Vento, has been <br /> working on recommendations on a conceptual land use plan for TCAAP. These I <br /> recommendations will ultimately be forwarded to Congressman Vento for appropriate <br /> action. The Arden Hills Task Force and the TCAAP Re-Utilization Committee have <br /> been striving towards consensus on the two respective land use plans. However, the I <br /> existing Land Use Plan of the City is still the official document in relationship to the land <br /> use on TCAAP. Therefore, the existing Land Use Plan is the document which will be <br /> used as a basis for participation in the Program, until a revised land use plan for TCAAP . <br /> is officially adopted. <br /> The acreages for the generalized land uses for TCAAP under the three land use plans, as I <br /> they currently exist, are characterized as follows: <br /> Land Use 1982 Land Use Plan A.H. Those alternatives included; sector analysis, sector analysis (except Centerville and <br /> Lino Lakes), cluster analysis, Neighboring cities analysis, and a small developing cities analysis. I <br /> These analyses are attached to this memorandum (Exhibit C). In reviewing these five different <br /> analyses the Staff would conclude that the small developing cities analysis would best fit the <br /> Arden Hills residential development opportunities at TCAAP. This conclusion is based upon I <br /> that the residential development opportunities at TCAAP are similar to developing a new small <br /> City from the ground up. Therefore, it would be most appropriate to use data from other small I <br /> developing cities for comparison purposes. <br /> The Staff has provided this memorandUm to the Metropolitan Council Staff and have requested I <br /> that they attend the City Council meeting to be available if the City Council should have any <br /> questions of the Metropolitan Council Staff. <br /> Recommendation ~ <br /> The Staff recommends that the City Council adopt Resolution #95-86, goals for participation in <br /> the Metropolitan Livable Communities Act for the calendar year of 1996. <br /> I <br />
