Mr. Frost indicated <br /> anything that is not a typical single-family detached unit. .. <br /> . <br /> Mayor Probst inquired as to ifthe percentages for each of these goals we've determined by the <br /> existing Comprehensive Plan. Mr. Ringwald indicated that was correct. The percentages for . <br /> each goal was determined by evaluating small developing communities in the Metropolitan area, - <br /> not by evaluating some of the residential concepts discussed in the task force meetings. <br /> Council member Hicks indicated, based on current housing sales in Arden Hills, new housing . <br /> would most likely not qualifY as affordable housing. Mr. Frost indicated that would be correct, <br /> unless perhaps it would be of a town home or multifamily construction with smaller lot sizes. . <br /> Mayor Probst indicated the affordable housing is also determined by ownership, not necessarily <br /> only single-family dwellings. Mr. Frost indicated that was correct. . <br /> Council member Hicks felt 65% was a high number to achieve in affordable housing, but given I <br /> the Council can review participation after one year, he would support the resolution. <br /> MOTION: Keim moved and Hicks seconded a motion to adopt Resolution Number 95-86, -. <br /> Livable Communities Act Goals. Motion carried unanimously (5-0). <br /> Animal Control Services. Inc. Contract . <br /> Community Development Director Ringwald indicated the increase in the contract is mostly due <br /> to the new State law requiring detaining animals for ten days. . <br /> Mr. Ringwald indicated staffs goal to continue to review the expenditures in this area and to <br /> keep the amount under control.. . <br /> Mayor Probst inquired if the increase in the budget at certain times is due to more aggressive - <br /> animal control.. Mr. Ringwald indicated that was correct. When animals are brought in, the City . <br /> is required to hold them for ten days and boarding becomes expensive. <br /> Mr. Post noted this is another example of an unfunded mandate set forth by the State. . <br /> Mr. Ringwald indicated the current system is to respond to complaints in regard to animal . <br /> control and less on setting live traps, etc. <br /> Council member Aplikowski asked if the property owners could pay a portion of the cost to #- <br /> contain the animals, such as in the mobile home park. Mr. Fritsinger indicated this could be <br /> reviewed as part of the codification process. <br /> . <br /> I <br />
