~, ARDEN HILLS CITY COUNCIL - DECEMBER II. 1995 9 - Mayor Probst indicated he would like to reiterate the feeling that the work of the Task Force is not in vain and will be very useful in the future. Mayor Probst noted the DNR still. wants a Nature Center on the property and the Army Reserve still wants the Public Works facility, so partnership discussions will continue. Council member Malone pointed out the benefit of the Task Force process was to establish a plan prior to the sections of property being excessed. The City has a plan for the area and as property becomes available, there is now a game plan. He noted the last thing the City would want is to - have irrational development. - ADMINISTRA TOR COMMENTS - - City Administrator Fritsinger indicated a few items for discussion: - A letter from the DNR for Council information. - - Mr. Fritsinger reminded Council that the County will be having open houses regarding ~- the Highway 96 improvements. Staff is drafting a resolution encouraging the County to set the Arden HiIl.s portion as a priority section of Highway 96. . Mr. Fritsinger noted the Drug/Alcohol Policy was in the packet for Council information. I The City Attorney is currently reviewing the docwnent. I Mr. Fritsinger indicated New Brighton has discussed the possibility of charging the City of Arden Hills for use of their City Hall. Mayor Probst indicated it was time for the Council to return to the City limits. He directed Staff to continue to pursue the J availability of facilities within Arden Hills. COUNCIL COMMENTS - J Council member Aplikowski noted there is no review system for conditions set in Special Use Permits. She wondered if there had been a review process followed previously by the City. - - Council member Malone indicated the City has previously had a choice of having a big staff or relying on peoples good nature to do it themselves. The City has chosen a route of less Staff I resources in order to keep the taxes down. It has not been his experience that enforcement was greater in prior years. The current staff pays more attention to these items than in previous years. Therefore, there has been little in the way of an ongoing review process. ., Council member Malone inquired if the City does not specifically approve a pension benefit increase for the Fire Department, is the City liable.
