<br /> ~, ARDEN HILLS CITY COUNCIL - DECEMBER II. 1995 9 <br /> - <br /> Mayor Probst indicated he would like to reiterate the feeling that the work of the Task Force is <br /> not in vain and will be very useful in the future. <br /> Mayor Probst noted the DNR still. wants a Nature Center on the property and the Army Reserve <br /> still wants the Public Works facility, so partnership discussions will continue. <br /> Council member Malone pointed out the benefit of the Task Force process was to establish a plan <br /> prior to the sections of property being excessed. The City has a plan for the area and as property <br /> becomes available, there is now a game plan. He noted the last thing the City would want is to <br /> - have irrational development. <br /> - <br /> ADMINISTRA TOR COMMENTS <br /> - <br /> - City Administrator Fritsinger indicated a few items for discussion: <br /> - A letter from the DNR for Council information. <br /> - <br /> - Mr. Fritsinger reminded Council that the County will be having open houses regarding <br /> ~- the Highway 96 improvements. Staff is drafting a resolution encouraging the County to <br /> set the Arden HiIl.s portion as a priority section of Highway 96. <br /> . <br /> Mr. Fritsinger noted the Drug/Alcohol Policy was in the packet for Council information. <br /> I The City Attorney is currently reviewing the docwnent. <br /> I Mr. Fritsinger indicated New Brighton has discussed the possibility of charging the City <br /> of Arden Hills for use of their City Hall. Mayor Probst indicated it was time for the <br /> Council to return to the City limits. He directed Staff to continue to pursue the <br /> J availability of facilities within Arden Hills. <br /> COUNCIL COMMENTS - <br /> J Council member Aplikowski noted there is no review system for conditions set in Special Use <br /> Permits. She wondered if there had been a review process followed previously by the City. <br /> - <br /> - Council member Malone indicated the City has previously had a choice of having a big staff or <br /> relying on peoples good nature to do it themselves. The City has chosen a route of less Staff <br /> I resources in order to keep the taxes down. It has not been his experience that enforcement was <br /> greater in prior years. The current staff pays more attention to these items than in previous years. <br /> Therefore, there has been little in the way of an ongoing review process. <br /> ., Council member Malone inquired if the City does not specifically approve a pension benefit <br /> increase for the Fire Department, is the City liable. Mr. Filla indicated the City has to approve <br /> I <br /> . <br />
